For persons qualifying under federal low/moderate income limits, the Authority offers rental assistance throughout the county, outside the city of Altoona.  The Authority also offers low income housing in the Tyrone and Bellwood areas. There are no provisions for emergency housing. The Authority also offers grants to low/moderate income homeowners for the repair of code deficiencies in their homes.

COMMUNITY DEVELOPMENT BLOCK GRANT
Provides assistance with acquiring grants to owner occupied housing for housing rehabilitation.
Eligibility: Federal low income limits.

PUBLIC HOUSING
Services provided are low rent housing, private market rent assistance, urban renewal, and housing rehabilitation.

Eligibility: Federal low income limits.

RENTAL ASSISTANCE (SECTION 8)
Provides rental assistance in private market housing.
